Regulatory status

Issuer Old Vector LLC is registered in Kyrgyzstan with a virtual asset issuer registration from February 2025. On 14 August 2025 US OFAC designated Old Vector, Grinex, A7 LLC and affiliates, citing the token creation with Garantex and ownership links to sanctioned oligarch Ilan Shor and Promsvyazbank. The UK designated Old Vector, Grinex, and director Leonid Shumakov in August 2025, and the EU 19th Russia sanctions package listed the A7A5 token itself in October 2025 with an EU wide transaction prohibition from 25 November 2025, the first EU restriction of a specific crypto asset.

Entity structure

The token is issued by Old Vector LLC of Bishkek, established in December 2024. Per OFAC it was created for Russian customers of A7 LLC, a Moscow settlement firm owned by Ilan Shor and Promsvyazbank. Reserves are ruble deposits described by US and UK authorities as held at Promsvyazbank.
